Aquesta xifra representa un increment de 39.475 efectius\nocupats respecte al 2021, que en termes relatius equival a un increment del 7,1 %. Es\ntracta d\u2019un creixement relatiu m\u00e9s suau que amb les dades de la Tresoreria General de la\nSeguretat Social (TGSS), que per al 2022 mostra un increment del 10,4 % <a href=\"https:\/\/memoriacesib.es\/2022\/1-analisi-del-mercat-de-treball-de-les-illes-balears\/#2\"><span style=\"color: #01a1df;\">(2)<\/span><\/a>. De fet, els 523.163\ntreballadors d\u2019alta a la Seguretat Social \u00e9s la quantitat m\u00e9s alta de la s\u00e8rie estad\u00edstica i\nrepresenta haver superat les dades prepand\u00e8miques.<\/p>\n<p style=\"font-weight: 400;\">Pel que fa a les hores treballades, hi ha un increment del\n14,0 % el 2022, per sobre de l\u2019increment de l\u2019ocupaci\u00f3.\nAquesta variable, que \u00e9s la millor per mesurar l\u2019evoluci\u00f3\necon\u00f2mica des de l\u2019\u00e0mbit laboral, reafirma la reactivaci\u00f3\necon\u00f2mica i mostra la forta demanda laboral a les Illes\nBalears.<\/p>\n<p style=\"font-weight: 400;\">Totes les illes mostren increments de l\u2019afiliaci\u00f3 respecte\nal 2021, i de forma m\u00e9s intensa a les Pitiu\u0308ses: Eivissa,\nun 16,0 %, i Formentera, un 11,2 %. Menorca presenta un\nincrement del 9,7 %. Finalment, a Mallorca l\u2019augment del\nnombre de treballadors i treballadores afiliats a la Seguretat Social \u00e9s del 9,6 %.<\/p>\n<p style=\"font-weight: 400;\">Per sexe, el 2022 les dones afiliades a la TGSS representen un 46,7 % del conjunt d\u2019afiliaci\u00f3.\nEls homes suposen el 53,3 % restant. Respecte al 2021, hi ha un increment m\u00e9s elevat de\nl\u2019afiliaci\u00f3 entre les dones (10,9 %) que entre el col\u00b7lectiu mascul\u00ed (10,0 %). Aquest fet mostra\ncom la recuperaci\u00f3 econ\u00f2mica s\u2019ha donat amb intensitat similar en els dos col\u00b7lectius.<\/p>\n<p style=\"font-weight: 400;\">Per sectors econ\u00f2mics, el 2022 el sector dels serveis aglutina bona part de l\u2019afiliaci\u00f3 (429.225\nde persones afiliades, el 82,0 %); el segueix la construcci\u00f3, amb 57.204 treballadors (10,9 %);\nla ind\u00fastria, amb 29.134 efectius (5,6 %), i, finalment, l\u2019agricultura, amb 6.582 persones\n(1,3 %). Respecte al 2021, el sector dels serveis continua liderant la creaci\u00f3 d\u2019ocupaci\u00f3\n(11,8 %). El segueixen la ind\u00fastria (5,1 %) i la construcci\u00f3 (4,8 %). En canvi, hi ha un descens\nde l\u2019afiliaci\u00f3 en el sector de l\u2019agricultura, concretament del 2,5 %.<\/p>\n<p style=\"font-weight: 400;\">En el sector dels serveis, l\u2019hostaleria \u00e9s clarament l\u2019activitat econ\u00f2mica que ha experimentat\nun increment m\u00e9s gran de l\u2019afiliaci\u00f3: serveis d\u2019allotjament (48,1 %) i serveis de menjars i\nbegudes (21,5 %). Els segueixen, dins el sector dels serveis, les activitats de cinematografia,\nde v\u00eddeo i de programes de televisi\u00f3, activitats d\u2019enregistrament de so i edici\u00f3 musical\n(39,8 %), les activitats de creaci\u00f3, art\u00edstiques i d\u2019espectacles (30,9 %) i el transport mar\u00edtim (29,1 %). En canvi, perden afiliaci\u00f3 la mediaci\u00f3 financera (-5,7 %) i les activitats de les llars\nque donen ocupaci\u00f3 a personal dom\u00e8stic (-4,8 %). style=\"font-weight: 400;\">Per r\u00e8gims, el 2022, un 78,7 % de les persones afiliades d\u2019alta a les Balears estan en el\nr\u00e8gim general, mentre que en el d\u2019aut\u00f2noms aquest percentatge \u00e9s del 18,6 %. La resta\nde persones d\u2019alta a la Seguretat Social (2,8 %) es classifiquen en els r\u00e8gims especials. En\ntermes interanuals, augmenta sobretot l\u2019afiliaci\u00f3 en el r\u00e8gim general (12,8 %), molt per\nsobre del r\u00e8gim d\u2019aut\u00f2noms (3,3 %). En canvi, es dona un descens en els r\u00e8gims especials:\nel de la llar (-5,1 %) i l\u2019agrari (-3,8 %), mentre que creix el nombre de les afiliacions en el\nr\u00e8gim de la mar (+13,3 %).<\/p>\n<p style=\"font-weight: 400;\">La import\u00e0ncia dels aut\u00f2noms en el teixit productiu balear \u00e9s molt rellevant, i m\u00e9s si es t\u00e9\nen compte que tamb\u00e9 hi ha assalariats i assalariades dependents d\u2019aut\u00f2noms i aut\u00f2nomes.\nDe fet, durant el 2022, un total de 33.819 persones assalariades, de mitjana, treballaven\nper a una persona aut\u00f2noma, un 9,2 % m\u00e9s que el 2021, per\u00f2 encara un 7,5 % menys\nque el 2019. Aix\u00ed, si es considera el nombre de treballadors aut\u00f2noms m\u00e9s els assalariats\nque tenen a c\u00e0rrec, el pes que representen sobre el total de l\u2019ocupaci\u00f3 puja a un 24,9% <a href=\"https:\/\/memoriacesib.es\/2022\/1-analisi-del-mercat-de-treball-de-les-illes-balears\/#3\"><span style=\"color: #01a1df;\">(3)<\/span><\/a>.<\/p>\n<p style=\"font-weight: 400;\">Quant al tipus de contracte, del conjunt de treballadors amb informaci\u00f3 sobre la tipologia\ndel seu contracte (378.618 persones), 319.357 estan d\u2019alta amb un contracte indefinit i\nrepresenten el 84,3 % del total. Alhora, els afiliats i les afiliades amb un contracte temporal\nsumen 59.260 (un 15,7 %). Els efectes de la reforma laboral regulada en el Reial decret\nllei 32\/2021, de 28 de desembre, convalidat el 3 de febrer de 2022, es deixen sentir de manera clara en la qualitat de la contractaci\u00f3. D\u2019aquesta manera, el nombre de treballadors i\ntreballadores amb un contracte indefinit \u00e9s el que ha experimentat un increment m\u00e9s alt,\nconcretament del 34,5 %. En canvi, el de personal treballador temporal ha patit un descens\ndel 39,0 %, i passa de representar el 29,0 % del total d\u2019afiliats i afiliades el 2021 al 15,7 % el 2022.\nEs tracta del menor percentatge d\u2019afiliacions de car\u00e0cter temporal de tota la s\u00e8rie hist\u00f2rica.<\/p>\n<p style=\"font-weight: 400;\">Segons dades de la TGSS, el 2022 es comptabilitzen, de mitjana, 105.371 treballadors\ni treballadores d\u2019alta de nacionalitat estrangera, la qual cosa suposa un 20,1 % del total,\ndel qual un 8,8 % s\u00f3n persones de la Uni\u00f3 Europea i un 11,4 % s\u00f3n no comunit\u00e0ries.\nAix\u00ed, el nombre de l\u2019afiliaci\u00f3 de treballadors estrangers s\u2019ha incrementat un 18,5 %. En\ncomparaci\u00f3, augmenta de manera m\u00e9s discreta el nombre de treballadors i treballadores\nde nacionalitat espanyola, concretament un 8,6 %.<\/p>\n<p style=\"font-weight: 400;\">D\u2019altra banda, segons les dades de l\u2019Enquesta de poblaci\u00f3 activa, la taxa d\u2019atur <a href=\"https:\/\/memoriacesib.es\/2022\/1-analisi-del-mercat-de-treball-de-les-illes-balears\/#4\"><span style=\"color: #01a1df;\">(4)<\/span><\/a> de les Illes\nBalears \u00e9s del 10,9 % de la poblaci\u00f3 activa el 2022, 2 punts percentuals per sota la taxa del\nconjunt d\u2019Espanya (12,9 %). En termes interanuals, la taxa balear cau 3,9 punts, ja que passa\nd\u2019un 14,8 % el 2021 a un 10,9 %.<\/p>\n<p style=\"font-weight: 400;\">Ens hem de remuntar al 2008 per trobar una xifra d\u2019atur m\u00e9s baixa, la qual cosa evidencia\nque les Illes ja han recuperat la situaci\u00f3 pr\u00e8via a la pand\u00e8mia. El 2022, en el\nr\u00e0nquing per comunitats aut\u00f2nomes, les Illes Balears s\u00f3n la vuitena regi\u00f3 amb la taxa\nd\u2019atur m\u00e9s baixa.<\/p>\n<p style=\"font-weight: 400;\">La taxa d\u2019atur femenina se situa en un 12,1 % a les Illes Balears, una taxa 2,2 punts per sobre\nde la masculina (9,9 %). En termes interanuals, ambdues taxes es retallen de manera significativa,\n4,1 punts percentuals entre les dones i 3,7 punts entre els homes. En el conjunt\nd\u2019Espanya la taxa d\u2019atur femenina se situa en el 14,8 %, 2,7 p. p. per sobre la de les Illes. La\ntaxa d\u2019atur masculina del conjunt d\u2019Espanya (11,3 %) est\u00e0 1,4 punts per sobre de la de les\nIlles Balears.<\/p>\n<p style=\"font-weight: 400;\">Per grups d\u2019edat, tot i la millora, tornen a ser els menors de 25 anys els que presenten la\ntaxa d\u2019atur m\u00e9s elevada el 2022, concretament del 23,2 %. Malgrat aix\u00f2, la taxa descendeix\n9,7 punts percentuals respecte al 2021, en qu\u00e8 es va assolir un 32,9 %. D\u2019altra banda, el grup\nd\u2019edat entre els 25 i els 54 anys mostra una taxa d\u2019atur del 10,1 %, 4,1 punts per sota del 2021.\nFinalment, la taxa d\u2019atur del grup de persones de m\u00e9s de 55 anys \u00e9s la m\u00e9s baixa dels tres\ngrups d\u2019edat (9,5 %) i se situa 2 punts per sota del valor del 2021.<\/p>\n<p style=\"font-weight: 400;\">La tend\u00e8ncia positiva del mercat de treball tamb\u00e9 s\u2019ha fet notar de manera clara en la\ncontractaci\u00f3 registrada durant l\u2019any 2022. A m\u00e9s, els efectes de la reforma laboral<a href=\"https:\/\/memoriacesib.es\/2022\/1-analisi-del-mercat-de-treball-de-les-illes-balears\/#5\"><span style=\"color: #01a1df;\">(5)<\/span><\/a> han\nestat importants. Aix\u00ed, s\u2019han registrat 457.515 nous contractes a les Illes Balears, els quals\nel 64,8 % han estat indefinits. En relaci\u00f3 amb el 2021, la contractaci\u00f3 indefinida ha crescut\nun 366,8 %, mentre que la temporal ha experimentat un descens del 45,2 %.<\/p>\n<p style=\"font-weight: 400;\">Pel que a l\u2019estacionalitat, \u00e9s un fet indiscutible que forma part del model econ\u00f2mic de les\nBalears i que es dona de manera m\u00e9s accentuada a les illes menors, en qu\u00e8 la temporada\ntur\u00edstica t\u00e9 una durada m\u00e9s curta que a Mallorca. Els efectes laborals de l\u2019estacionalitat\ns\u00f3n prou coneguts: m\u00e9s dificultat per sumar per\u00edodes de cotitzaci\u00f3, amb els efectes que\naix\u00f2 produeix en els nivells de protecci\u00f3 social, entre d\u2019altres. El juliol de 2022, a les Illes\nBalears hi ha un 33,8 % m\u00e9s de treballadors i treballadores d\u2019alta a la Seguretat Social\nque el mes de desembre (l\u2019any anterior aquesta difer\u00e8ncia suposava un 26,1 %). Tanmateix,\naquesta dada se situa molt per sobre de la del conjunt d\u2019Espanya, en qu\u00e8 l\u2019afiliaci\u00f3 del desembre\nnom\u00e9s se situa un 0,6 % per sota de la del juliol. Com s\u2019ha dit, es donen difer\u00e8ncies\nper illes, ja que les Pitiu\u0308ses hist\u00f2ricament presenten el nivell m\u00e9s elevat d\u2019estacionalitat:\nFormentera (161,7 %) i Eivissa (77,5 %), seguides de Menorca (47,3 %) i Mallorca (26,1 %).<\/p>\n<p style=\"font-weight: 400;\">Pel que fa a la parcialitat, per sexe, del total de 61.892 treballadors a jornada parcial, 44.229\ns\u00f3n dones (71,5 %). \u00c9s a dir, m\u00e9s de 7 de cada 10 ocupats a jornada parcial de les Balears s\u00f3n\ndones. Dit d\u2019una altra manera, la taxa de parcialitat femenina \u00e9s del 16,2 % a les Balears,\nmentre que la masculina \u00e9s del 5,5 %. La difer\u00e8ncia entre ambdues taxes \u00e9s significativa\ni es mant\u00e9 en el temps, ja que d\u2019en\u00e7\u00e0 del 2007 ha oscil\u00b7lat entre els 10 punts i els 16 punts\npercentuals. Aquest efecte implica que les dones pateixen les consequ\u0308\u00e8ncies d\u2019aquesta\ncontractaci\u00f3, que t\u00e9 efectes tant en la seva traject\u00f2ria professional com en les futures\nprestacions que percebin, entre d\u2019altres.<\/p>\n<p style=\"font-weight: 400;\">D\u2019altra banda, si es compara el pes de les persones assalariades sobre el total d\u2019ocupades,\ns\u2019observa que el 2021 les dones presenten una taxa de salaritzaci\u00f3 m\u00e9s alta (87,3 %) que la\ndels homes (78,5 %). Aquest fet es repeteix en tota la s\u00e8rie hist\u00f2rica estudiada. F\u00e0cilment,\nes pot comprovar la pres\u00e8ncia minorit\u00e0ria de les dones en l\u2019activitat empresarial <a href=\"https:\/\/memoriacesib.es\/2022\/1-analisi-del-mercat-de-treball-de-les-illes-balears\/#6\"><span style=\"color: #01a1df;\">(6)<\/span><\/a>, un 12,1 %\ndel total de les dones ocupades a la nostra comunitat aut\u00f2noma i un 20,7 % en el cas\ndels homes. En relaci\u00f3 amb el 2021, com s\u2019ha comentat, es produeix un increment m\u00e9s\nalt de l\u2019ocupaci\u00f3 entre els assalariats (+10,5 %), sobretot entre les dones (+11,0 %). En canvi,\ncau el nombre dels treballadors per compte propi (-6,1 %), sempre segons les dades de\nl\u2019Enquesta de poblaci\u00f3 activa, sobretot entre les dones (-15,4 %).<\/p>\n<p style=\"font-weight: 400;\">Per sector d\u2019activitat econ\u00f2mica, les dones ocupades es concentren en un 94,0 % en el sector\ndels serveis. Aquest percentatge assoleix el 94,6 % si nom\u00e9s es tenen en compte les assalariades.\nEn canvi, en el col\u00b7lectiu mascul\u00ed els serveis aglutinen el 71,6 % dels ocupats i el 73,5 % dels\nassalariats. Respecte al 2021, els increments m\u00e9s grans del nombre d\u2019ocupats es donen en el\nsector de la ind\u00fastria i la construcci\u00f3 entre els homes i en els serveis entre les dones.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-68c5c83 elementor-widget elementor-widget-text-editor\" data-id=\"68c5c83\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-weight: 400;\"><span style=\"color: #8f9da4; font-size: 25px;\"><b><i>RII.1. L\u2019\u00edndex de qu alitat del treball (IQ T): revisi\u00f3 metodol\u00f2gica\nL\u2019any 2004, el Consell Econ\u00f2mic i Social de les Illes Balears va encarregar un primer<\/i><\/b><\/span><\/p>\n<p style=\"font-weight: 400;\">L\u2019any 2004, el Consell Econ\u00f2mic i Social de les Illes Balears va encarregar un primer estudi\nque tenia per objecte definir una metodologia i una proposta d\u2019indicadors per avaluar la\nqualitat del treball a les Illes Balears <a href=\"https:\/\/memoriacesib.es\/2022\/1-analisi-del-mercat-de-treball-de-les-illes-balears\/#7\"><span style=\"color: #01a1df;\">(7)<\/span><\/a>. Aquesta primera versi\u00f3 va ser actualitzada l\u2019any 2008 i editada el 2009 <a href=\"https:\/\/memoriacesib.es\/2022\/1-analisi-del-mercat-de-treball-de-les-illes-balears\/#8\"><span style=\"color: #01a1df;\">(8)<\/span><\/a>, de manera que es disposa de resultats de l\u2019any 2001 i del 2006\nal 2016. El 2019, es du a terme una nova actualitzaci\u00f3 de la metodologia i es publica un\ntercer treball <a href=\"https:\/\/memoriacesib.es\/2022\/1-analisi-del-mercat-de-treball-de-les-illes-balears\/#9\"><span style=\"color: #01a1df;\">(9)<\/span><\/a>, que aprofita bona part de la tasca que s\u2019havia fet fins al moment per\u00f2 que\nconsidera el desenvolupament de nous indicadors i estad\u00edstiques. El 2021 la submostra de\nl\u2019Enquesta de poblaci\u00f3 activa de l\u2019INE va patir un canvi metodol\u00f2gic i sis indicadors dels\n36 utilitzats en el c\u00e0lcul de l\u2019IQT no es van poder actualitzar. Concretament, es tracta dels\nindicadors segu\u0308ents: percentatge d\u2019ocupats que cerquen feina per inseguretat en l\u2019actual;\nels ocupats que volen treballar m\u00e9s hores; percentatge d\u2019ocupats que cerquen feina\nper millorar; percentatge d\u2019ocupats que treballen en jornada continuada; percentatge\nd\u2019ocupats que fan formaci\u00f3 relacionada amb la seva ocupaci\u00f3 actual, i, finalment, el\npercentatge d\u2019ocupats que fan formaci\u00f3 amb participaci\u00f3 empresarial.<\/p>\n<p style=\"font-weight: 400;\">Amb vista a la continuaci\u00f3 de l\u2019actualitzaci\u00f3 de l\u2019indicador, s\u2019ha optat per fer una revisi\u00f3 i an\u00e0lisi\nde les possibles implicacions de la no disponibilitat de diversos indicadors emprats en\nl\u2019elaboraci\u00f3 de l\u2019IQT. La decisi\u00f3 final ha estat eliminar els indicadors que ja no estan disponibles\ni substituir \u00fanicament els dos indicadors del bloc de formaci\u00f3, at\u00e8s que els altres quatre\nindicadors pertanyen a blocs diferents entre si i ja tenen prou indicadors representatius <a href=\"https:\/\/memoriacesib.es\/2022\/1-analisi-del-mercat-de-treball-de-les-illes-balears\/#10\"><span style=\"color: #01a1df;\">(10)<\/span><\/a>.<\/p>\n<p style=\"font-weight: 400;\">Els dos nous indicadors de formaci\u00f3 incorporats s\u00f3n: abandonament escolar prematur, i\npercentatge d\u2019empreses formadores sobre el total d\u2019empreses, enteses com les empreses\nque ofereixen formaci\u00f3 als seus treballadors. Aquestes dades, les publica anualment el\nMinisteri de Treball a l\u2019Enquesta de formaci\u00f3 professional per a l\u2019ocupaci\u00f3.<\/p>\n<p style=\"font-weight: 400;\">Per enlla\u00e7ar les dues s\u00e8ries s\u2019han calculat novament l\u2019IQT del 2020 amb els nous indicadors\ni s\u2019ha vist com els resultats no diferien de manera significativa, m\u00e9s aviat canviaven\npoc. Per tant, els resultats presentats en aquesta mem\u00f2ria es presenten amb l\u2019antiga\nmetodologia fins al 2019 i amb la nova metodologia per als anys 2020 i 2021.<\/p>\n<p style=\"font-weight: 400;\">En definitiva, l\u2019actual IQT est\u00e0 compost per una bateria de 32 indicadors que permeten\nobtenir una visi\u00f3 \u00e0mplia de les principals caracter\u00edstiques quantitatives i qualitatives del\nmercat de treball a les diverses comunitats aut\u00f2nomes.<\/p>\n<p style=\"font-weight: 400;\">Pel que fa a les ponderacions dels diversos indicadors, s\u2019han definit tres possibles escenaris <a href=\"https:\/\/memoriacesib.es\/2022\/1-analisi-del-mercat-de-treball-de-les-illes-balears\/#11\"><span style=\"color: #01a1df;\">(11)<\/span><\/a>.\nEn tots els casos es considera que la dimensi\u00f3 de retribucions salarials t\u00e9 una rellev\u00e0ncia\nclarament superior a l\u2019hora de valorar la qualitat de la feina.
